Letter to the President: Employment

The U.S. Department of Labor announced two final rules on August 27, 2013 to help increase employment of individuals with disabilities and veterans. The rules update laws that, for more than 40 years, have required federal contractors and subcontractors to affirmatively recruit, hire, train and promote qualified veterans and people with disabilities.

The most significant change is that the new rules to the Rehabilitation Act of 1973 and the Vietnam Era Veterans’ Readjustment Assistance Act of 1974 set benchmark hiring goals for the first time ever for these targeted populations. On behalf of the entire Easterseals affiliate network and the individuals with disabilities and veterans we serve nationwide, I would like to thank you for the significant actions your Administration recently took to help increase hiring of individuals with disabilities and veterans by federal contractors and subcontractors. The release of final rules to the Rehabilitation Act of 1974 (Section 503) and the Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA) represent game-changing accomplishments in our country’s effort to improve the employment picture for people with disabilities, who regularly face double digit unemployment, and for veterans who continue to struggle to return to the workforce.

Easterseals specializes in the employment of people with disabilities and veterans. Last year, we helped nearly 80,000 individuals with disabilities, veterans and others develop new skills and find jobs. Easterseals applauds the new rules that, for the first time ever, set meaningful hiring goals, add practical recruitment and hiring procedures and strengthen accountability measures to help ensure our country lives up to the bipartisan intent of these historic pieces of legislation. Easterseals proudly supported the proposed draft regulations and we are pleased that the final rules reflect many of the changes Easterseals and other organizations proposed to improve the regulations.
