Within the Commonwealth of Pennsylvania there are 2.1 million people with disabilities, 1.7 of which are between the ages of 17 and 64. Of those, 1.2 million are unemployed. Easter Seals Western PA provides a Community Rehabilitation Program (CRP) to this population. Easter Seals assists people with disabilities to procure meaningful paid work commensurate with their skills and abilities. These services occur in the Easter Seals facility, in supported employment in the community, and with individuals that are hired by outside companies. Easter Seals also provides employment and training as a result of its participation in the state use program with Pennsylvania Industries for the Blind and Handicapped (PIBH).
Funding is received from county MHMR Services, the Office of Vocational Rehabilitation, Social Security Administration, and various school districts. Programs are primarily funded by the Commonwealth through county programs.
Regulatory compliance issues continue to increase at the federal, state and county levels. While the cost of providing services continues to increase, fiscal issues in PA have resulted in funding decreases. PIBH and the Commonwealth have been working toward leveling the playing field for providers and consumers in assessing contract opportunities.
Providing adequate funding to deliver appropriate services, developing a more consistent interpretation of regulatory requirements, retaining and recruiting staff, and supporting COLAs are just a few solutions to the employment services problem.
